SUBJECT



Voluntary Emissions Recall Campaign 10E-A02: N54 High-Pressure Fuel Pump (HDP)



MODEL



E60, E61, E71, E82, E88, E89, E90, E92, and E93 with the N54 engine produced from 05/26/2006 through 12/21/2009



SITUATION



An internal component in the high-pressure pump (HDP) may fail, causing drivability symptoms such as longer starting times or erratic engine



operation. Should this situation occur, the engine emergency operation (Safe Mode) is activated and the Service Engine Soon lamp (MIL) is



illuminated.



Note:



In this situation, the vehicle can continue to be driven, even for long distances, without the risk of a breakdown.



The low-pressure fuel sensor may deteriorate prematurely due to internal leakage. The Service Engine Soon lamp (MIL) may be illuminated with the



appropriate fault code stored in the DME fault memory.



Copy of the customer notification letter is shown in this bulletin .



AFFECTED VEHICLES



This Emissions Recall Campaign involves E60, E61, E71, E82, E88, E89, E90, E92, and E93 vehicles with N54 engines which were produced from



05/26/2006 through 12/21/2009.



In order to determine whether a specific vehicle has had this Emissions Recall Campaign completed or is affected by this Recall Campaign, it will be



necessary to utilize the "Service Menu" of DCSnet (Dealer Communication System) or the Key Reader. Based on the response of the system either



proceed with the corrective action or take no further action.



CORRECTION



Read vehicle's fault memory using the current version of ISTA/D. Check, and if required, replace the low-pressure fuel sensor and the high-pressure



fuel pump (HDP).



NOTE:



E89 (Z4) vehicles are not equipped with the low-pressure fuel sensor. A fault memory/low-pressure sensor check should not be performed on E89



vehicles.



PROCEDURE



1. Use the current ISTA diagnosis software (2.22 or higher). Perform the vehicle test and read the fault memory.



Note:



This step does not need to be performed on E89 vehicles.



2. If any of the following low-pressure sensor fault codes (29F3, 2A2D, 119201, 119202, 11A201, 11A202, 11B211) are stored in the DME, replace



the low-pressure fuel sensor. Follow Repair Instruction REP 13 53 594. Clear the fault memory and continue to step 6.



3. If only fault codes 2FBF or 11A401 (Fuel pressure on-release injection; pressure too low) or no faults were stored in the DME memory, go to step



4.



4. Activate the electric fuel pump (EKP) for 20 seconds using ISTA/D and the diagnostic query function (after the vehicle test, select Control unit



tree; DME; Call ECU functions; Diagnostic query; and Low-pressure fuel pump with activation).



5. If the low fuel pressure exceeds 6.7 bar at any time during the measurement period, replace the low-pressure fuel sensor. Follow Repair



Instruction REP 13 53 594.



If the fuel pressure stays below 6.7 bar, the low-pressure sensor is operating correctly and does not require replacement.

Clear fault memory and continue to step 6.



6. [NEW] Verify the DCSnet vehicle repair history. If the high-pressure pump was recently replaced with P/N 13 51 7 613 933, 13 51 7 594 943 or



with its supersession P/N 13 51 7 616 170, no more action is required.



7. [NEW] If the HDP was not replaced previously with P/N 13 51 7 613 933, 13 51 7 594 943 or P/N 13 51 7 616 170, install new high-pressure



fuel pump P/N 13 51 7 616 446. Follow Repair Instruction REP 13 51 017.



Important:



Repair Instructions 13 51 017 and 13 53 594 have been updated with the release of special tool P/N 83 30 0 496 939. The special tool



accommodates easy removal of the engine harness block located under the intake manifold. Consequently, the removal of the intake manifold is no



longer necessary when replacing the HDP (or low-pressure fuel sensor) on the N54 engine (for more details, refer to SI B13 10 10).



IMPORTANT NOTE:



All three part numbers (P/N 13 51 7 613 933, P/N 13 51 7 616 170 and P/N 13 51 7 616 446) incorporate the same level of HDP quality



improvements. If necessary, in order to expedite the repair time, you may use P/N 13 51 7 613 933 or P/N 13 51 7 616 170 from your center's parts



stock supply. This may be done only for individual, time-critical cases. For regularly scheduled campaign repairs, P/N 13 51 7 616 446 should be



ordered from the PDC.



PARTS INFORMATION



LABEL INSTRUCTIONS



After the vehicle has been checked and corrected, obtain a label (SD 92-406) and with a ball point pen print your dealer code (5 digits) on the Recall



Completion Label (see illustration). An initial quantity of 200 labels will be sent to all BMW centers. Peel the label from its backing and affix it to



the right (passenger) rear side of the hood in the engine compartment, close to windshield.

For California centers only: It is required by the California Code of Regulations that an executed orange "Vehicle Emission Recall - Proof of



Correction" certificate (SD92-084, see illustration) be provided to each customer (for vehicles registered in the state of California), once the Recall



on his or her vehicle has been completed.

CAUSE



An earlier model of the snap-in adapter is installed, which does not support the new generation iPhone 3G/3GS.



CORRECTION



Install the correct snap-in adapter for the new generation iPhone 3G/3GS.

iPod/iPhone Has Extremely Poor Audio Quality and/or Is Not Recognized

Produced between 02/28/2007 and 10/31/2010 with option 6FL (USB Audio Interface)



SITUATION



When the iPod/iPhone is connected to the USB connector with the original Apple USB cable (white cable which comes with the iPod/iPhone):



^ The audio quality may be extremely poor



^ The device may not be recognized intermittently



CAUSE



1. Defective Apple USB cable or defective 30-pin socket on the iPod/iPhone



2. Defect in the USB audio interface (ULF, hands-free charging module integrated in the CIC)



CORRECTION



Cause 1:



Check the function with an Apple USB cable known to work properly; if it is still acting the same way, test the original Apple USB cable with an



iPod/iPhone known to work properly.



If both tests do not resolve the issue, follow the procedure outlined for Cause 2.

Cause 2:



1. Connect a BMW approved battery charger and perform a vehicle test using the latest ISTA (Integrated Service Technical Application) diagnostic



software.



2. Diagnose any relevant faults that are stored by completing the test plans.



3. Perform and complete the test plan "AT8400_SYSTEL - Check of telecommunications system". Please note the DIAGCODE (Diagnosis Code)



presented at the end of the test plan. The test plan can be accessed via the following path:



^ Select "Activities\Information Search/Function structure\Body\Audio,Video,Navigation, Telephone (MOST ring)\Telecommunications" and start



search.



^ In Telecommunications, select "AT8400_SYSTEL - Check of telecommunications system" and press "Display".



^ Follow the on-screen instructions to work through the test plan.

CDMA Telematics Control Unit (TCU) Replacement Procedure



MODEL



All equipped with a CDMA TCU and BMW Assist (option 639) or Premium Package (ZPP)

Refer to the chart above to verify that a CDMA TCU is installed in the vehicle being repaired. Confirm the model and the production date.



INFORMATION



All CDMA (Code Division Multiple Access) replacement units from parts are deactivated and must be activated before handing over the vehicle to



the customer. This is not related to the customers BMW Assist account status being active. In order for BMW Assist to work properly, the



replacement procedure outlined below must be carried out.



PROCEDURE



1. [NEW] Verify the account status by calling 1-888-333-6118, option 4.



^ If the account is still active, proceed to step 2.



^ If the account has expired, contact the customer and advise him/her of his/her Assist account status. If he/she would like to reenroll in



BMW Assist Services, a new ESA agreement must be completed. Also, refer to SI B84 22 05 to reactivate the TCU.



2. [NEW] Prior to the technician receiving the replacement CDMA TCU, he must verify the following:



^ The Parts Manager has already activated the replacement CDMA TCU via DCSnet as per SI B84 03 11.



^ The new MIN (Mobile Identification Number) and MDN (Mobile Directory Number) are provided to him by the Parts Manager.



Note:



After entering the ESN number, it may take approximately 30 minutes for the new MIN and MDN numbers to be displayed in DCSnet.



3. [NEW] Install, program, and code the replacement TCU using ISTA/P.



4. [NEW] The new MIN and MDN numbers must be written into the TCU as follows:



^ Select "Activities / Service function / Body / Telecommunications / TCU Telematics control unit / Re-enabling BMW Assist / Start



Search."



^ Perform test plan "S8400_00016 - Re-enabling BMW Assist TCU 1.5 Most" to write the new MIN and MDN numbers into the



replacement TCU.



5. Refer to SI B84 15 03 to perform the "Initialization of the BMW Assist Services."



6. Perform a test call using the SOS button to verify the system is functioning correctly. Verify that Assist receives both the voice and data



transmission.

Dual Mass Flywheel - Diagnosis and Inspection



MODEL



All models equipped with dual-mass flywheel, except Motorsport vehicles



INFORMATION



Prior to condemning the dual-mass flywheel as defective, the following three criteria have to be checked and evaluated:



1. Total rotational angle at no load condition (with applied torque less then 20 Nm)



2. Secondary plate longitudal axial play



3. Friction surface appearance changes due to thermal overload.



PROCEDURE



Refer to the attached "Dual-mass Flywheel Inspection" document for the complete inspection procedure.



The dual-mass flywheel replacement is justified only if one or more of the following criteria are met:



1. The total rotational free-play, measured at the flywheel gear ring, is equal or greater than 7 tooth gaps.



2. The secondary plate total axial bearing play, measured at outside diameter of the flywheel, is equal or greater than 5 mm.



3. A significant discoloration in the adjoining area outside the friction ring, or a severe ablation/erosion of the friction area, is present.

SITUATION



The following HDP high fuel pressure faults may be stored in the DME control module:



^ 2FBE (Fuel pressure too high, after engine stop) on E6x, E8x, E9x, and E71 vehicles with N54 or N54T (DME variants MSD80 or MSD81)



^ 11A301 (Fuel high pressure after engine stop; pressure too high) on F01 and F02 vehicles with N54 (DME variant MSD87)



^ 2BEC (Fuel high pressure after engine stop; pressure too high) on E7x, E8x, and E9x vehicles with N55 (DME variant MEVD17.2)



^ 11A301 (Fuel high pressure afier engine stop; pressure too high) on F07 vehicles with N55 (DME variant MEVD17.2)



CAUSE



An erroneous fault is stored due to the DME diagnostic software error. If stored as the only HDP-related faults, 2FBE/11A31/2BEC will not cause



SES lamp illumination or drivability complaints, nor do they indicate any failure of the HDP pump.

In most cases, the fault frequency only occurs once.



CORRECTION



Do not replace any components or conduct any further diagnosis for 2FBE/11A301/2BEC faults. Clear the fault memory. DME diagnostic software



will be corrected in the upcoming ISTA/D versions.



If additional faults are stored (besides 2FBE/11A31/2BEC), further ISTA diagnosis should be conducted on the faults identified.



[NEW] For comprehensive diagnosis of the N55 fuel system, refer to the attachment "N55_Engine_Fuel_System_DFT_01_18_11".

The new DME calibration improves the engine starting strategy and the robustness of the HDP high-pressure fuel pump.



AFFECTED VEHICLES



This Recall Campaign involves E60, E61, E71, E82, E88, [NEW] E89, E90, E92, and E93 vehicles with the N54 engine produced from 03/28/2006



to 02/26/2010.



In order to determine whether a specific vehicle has had this Emissions Recall Campaign completed or is affected by this Recall Campaign, it will be



necessary to utilize the "Service Menu" of DCSnet (Dealer Communication System) or the Key Reader. Based on the response of the system, either



proceed with the corrective action or take no further action.



PROCEDURE



1. [NEW] Check the vehicle's integration level. If the integration levels are equal to or higher than:



E8x/E9x - Integration level: E89X-10-12-503 or higher



E71 - Integration level: E070-10-12-501 or higher



E6x - Integration level: E060-10-12-501 or higher



the vehicle is on the latest software level and does not need programming.



2. [NEW If the integration levels are lower than displayed above, then program/recode the vehicle using the current ISTA/P version (2.40.2 or later).



IMPORTANT:



When programming vehicles equipped with the MSD81 DME, make sure that the DME control module is marked for programming in the measure



plan (yellow mark in the control module tree and a "P" symbol). If the DME is not marked, you have to select it manually for programming in the



control module tree (click on the module and mark the "program" checkbox), and then determine the measures plan.



After programming is completed, the DME programmed part number should be higher than "7626000".



Note that ISTA/P will automatically reprogram and code all programmable control modules that do not have the latest software.

SITUATION



The customer may report a rubbing or scraping noise, which occurs when turning the steering wheel from left to right. While there are a number of



components which can cause this type of noise, this bulletin is specifically related to those noises which occur directly at the steering shaft.



CAUSE



This type of noise can be caused by the following:



^ Contact between the pinion shaft dust cover and the steering gear



^ Insufficient lubrication of the bulkhead seal for the steering shaft



CORRECTION



Isolate the source of the noise, using a stethoscope or other suitable listening device. If the noise is coming from the steering shaft, then the pinion



shaft duct cover should be checked, and the steering shaft seal should be lubricated.



PROCEDURE



Locate the source of the noise, using a stethoscope or other listening device. If the noise is coming from the steering shaft area, proceed as follows:



1. Using a pry bar or other suitable tool, push up slightly on the pinion shaft dust cover (1) while someone turns the steering wheel. If the noise



changes or is eliminated, proceed to step 2. If the noise does not change, proceed to step 5.



2. Loosen the securing bolt (2) on the steering coupler.



3. Push the dust cap up to eliminate contact between the cap and the steering gear.



4. Refer to the Tightening Torque section of the Repair Manual for torque values and requirements for bolt replacement. Tighten the securing bolt



(2).

5. Lubricate the steering shaft slip ring (1) by spraying Wurthreg; Multi Lube 350 onto the steering shaft from the engine compartment side. Turn the



steering wheel from left to right to distribute the lubricant. Please note that it is not necessary to remove the steering shaft.



6. Remove the trim panel above the brake and accelerator pedals; refer to Repair Instruction RA 51 45 185 "Removing and installing/replacing trim



for pedal assembly".



7. Lubricate the steering shaft slip ring (1) by spraying Wurthreg; Multi Lube 350 onto the steering shaft from the passenger compartment side. Turn



the steering wheel from left to right to distribute the lubricant.



8. Refit the trim panel.

SITUATION



When trying to enable BMW Assist services, "Enable Services" is selectable but the status bar/percentage does not progress.



PROCEDURE



1. Check the BMW Assist account status on DCSnet. The BMW Assist services expiration date and the TCU activation status can be checked on



DCSnet under Service/Vehicle History Inquiry. Refer to SI B02 01 06 (Updated DCSnet Vehicle History Inquiry information on BMW Assist)



for more information. If the BMW Assist services contract has expired, the customer must renew his or her BMW Assist services. Do not



proceed until these services are renewed.



^ For customers who would like to renew BMW Assist services, refer to SI B84 22 05 (Reactivation of BMW Assist Services).



2. Duplicate the complaint by trying to initialize BMW Assist services, following the procedure outlined in SI B84 15 03 (Initialization of BMW



Assist Services) at a location where you normally initialize BMW Assist services.



3. Perform a vehicle test using BMW Diagnostic tools. Work though any corresponding test modules.



4. Check the wireless signal strength and Network Access Device (NAD) registration status, following the procedure outlined in SI B84 05 07



(Checking NAD Signal Strength for BMW Assist), or using the BMW Diagnostic System check via "Diagnosis" in "Control Unit Functions".



^ If the signal strength is good and the NAD is registered on the wireless network, proceed to work, proceed to step 5.



^ If the signal strength is NOT good and the NAD is registered on the wireless network, diagnose the antenna circuit, following the procedure



outlined in the cellular antenna circuit diagnostic tips section of this bulletin.



5. Verify this is NOT a Wireless Network problem in your area. For instance, are multiple vehicles at your center unable to initialize BMW Assist



services?



^ If multiple vehicles are having the same problem, submit a PuMA case listing all the VINs and the exact location where the error is



occurring, e.g., city, state and cross street.



6. [NEW] Verify that the BMW Assist Response center has the correct Electronic Serial Number (ESN), Mobile Identification Number (MIN), and

Mobile Device Number (MDN) on file for this vehicle. Use the following path within ISTA to obtain ESN, MIN and MDN:



^ Perform a vehicle test (if not already performed in step 3).

^ Telecommunication/Telephone



^ Reactivate internal telephone module



^ Start search



^ Select test module (Reactivate internal telephone module B8400_00358)



Note:



To comply with wireless service provider restrictions, when a BMW Assist account expires, BMW of North America, LLC must prevent the



Network Access Device (NAD) from registering on the wireless network. If a BMW Assist account has expired and the vehicle was produced



after 9/05



production, BMW may send the Power Off Command (POC) to the TCU. This means the NAD will not turn on or register on the network.



7. [NEW] Select Option 1 (Read MIN/MDN/SID/NID) and then select the right screen arrow.



8. Print the screen to record the ESN, MIN, and MDN.



9. Select the right screen arrow.



10. Contact BMW Assist by calling. Ask the BMW Assist Customer Care specialist to reconcile the account information on file to the data obtained



from the vehicle.



^ Note: If the data on file was inaccurate, wait one hour before attempting reinitialization.



11. [NEW] Check the Emergency Call master bit using ISTA:



^ After the Vehicle Test is finished, highlight the TCU and select "ECU functions".



^ Select "Diagnosis Query".



^ Select "Emergency call status".



^ Select the button "Inquiry status".

12. Does "Emergency call status" display "active" or "inactive"?



^ "Activated" Continue normal diagnosis.



^ "Inactive" Code the complete vehicle, using the current version of ISTA/P.



13. After coding the complete vehicle, allow the TCU to assume sleep mode by turning the ignition off for 4 minutes.



14. Check the Emergency Call master bit again, as outlined in step 11.



^ "Activated" Initialize BMW Assist per SI B84 15 03.



"Inactive" The TCU should be replaced; refer to the TCU replacement section of this bulletin.



CELLULAR ANTENNA CIRCUIT DIAGNOSTIC TIPS:



1. The black FAKRA connector at the TCU is for the main BMW Services cellular antenna. This antenna is located in the shark fin. The purple



FAKRA connector goes to the backup BMW Services antenna.



^ Check the black FAKRA connector at the TCU and at the shark fin antenna. On vehicles not equipped with a shark fin antenna, look up the



component locations on TIS.



^ Check the purple FAKRA connector at the TCU and at the backup antenna. The backup antenna location varies from model to model. Look



up "W19" in the component locations on TIS.



2. Check the main and backup antenna cables with an ohm meter, using the procedure below:



^ Disconnect the coax cable from the antenna and from the TCU.



^ Check the coax cable core from end to end. You should have approximately 0 ohms of resistance.



^ Check the coax cable core to the shield. The ohm meter should display high resistance/open circuit.



^ If the desired readings are not obtained, the coax cable must be replaced.



^ Reconnect the coax cable.



3. [NEW] With the vehicle outside and with a clear line of sight, check the signal strength using one of the two procedures below:



^ Using the BMW Diagnostic System, check via "Diagnosis" in "ECU Functions".



^ In the service mode of the head unit, following the procedure outlined in SI B84 05 07



(Checking NAD Signal Strength for BMW Assist).



TCU REPLACEMENT PROCEDURE



1. The root cause of the problem is under analysis; please refer to SI B84 23 05 (Enhanced Support for BMW Assist Telematics Control Unit



[TCU] with Bluetooth & CPT9000 Phone Systems) prior to replacing the TCU.



2. Refer to TIS (RA 84 11...) for the TCU replacement procedure.



3. Before installing the new TCU, remove one copy of the Electronic Serial Number (ESN) label and place it on the repair order for reference



during warranty claim entry. You will be asked for the new TCU "ESN" when submitting a claim via DCSnet. Refer to SI B01 10 05 for more



details.



4. The second ESN label of the TCU should be affixed over the existing label in the Owner's Manual insert (P/N 01 49 0 157 963).

5. Complete the TCU installation.



6. [NEW] Using ISTA/P, answer "Yes" to "Have Control modules been replaced"; mark the TCU as replaced; and finish the measures plan.



7.Test the BMW Assist service for proper operation by placing a test call (press the Roadside Assistance "Wrench" button). Make sure the BMW



Assist Response Center has received the correct MIN/MDN/VIN and location of the vehicle. Have the representative update his or her records as



needed.



INITIALIZATION OF BMW ASSIST SERVICES



1. The BMW Assist services initialization procedure must be completed per SI B84 15 03 for all vehicles.



The vehicle must be in the Verizon Wireless Network for the initialization procedure to work properly. If the vehicle is not in the Verizon



Wireless Network, perform the outlined procedure and then follow these additional steps:



^ Create a PuMA case to receive TCU shipping authorization.



^ Remove the TCU from the vehicle.



^ Send the TCU, BMW Assist TCU Reactivation Form with the new MIN/MDN numbers, and a copy of the PuMA case via FedEx to:se via

[NEW] Windshield Washer Malfunctions

[NEW] INFORMATION



The washer fluid mixture ratio is regulated by the U.S. EPA and many individual states; do not exceed the allowable washer fluid "dilution/ratio



limits" that apply. Follow the usage instructions on the washer fluid container. Only use BMWs Windshield Washer Concentrate or the equivalent.



[NEW] SITUATION



The windshield washer jets spray a very low volume of fluid or no fluid at all.



[NEW] CAUSE



Situation 1



A buildup of excess manufacturing-related materials on the windshield washer pump strainer. This primarily occurs on lower mileage vehicles.



Situation 2



A buildup of an organic "algae-like" substance on the windshield washer pump strainer. The algae-like substance is typically caused by using only



water in the washer fluid tank.



^ The customer must be instructed to only fill the windshield washer fluid tank with the appropriate "mixture" of Windshield Washer Concentrate



and water."



Situation 3



The windshield washer pump strainer is damaged because of using the "incorrect type" of cleaning fluid or one which contains an excessive and



incorrect amount of washer fluid concentrate.



Note:



Attempting to use the windshield washers when the washer fluid reservoir is empty or when the strainer is clogged will damage the washer pump.



[NEW] PROCEDURE



1. Remove the washer fluid pump per ISTA Repair Instructions 61 71 100 and inspect the strainer.



2. Any remaining fluid in the washer fluid reservoir must be drained and properly discarded. Clean the reservoir tank as necessary.



3. Replace the strainer, which is installed on the intake side of the pump, as required.



4. Do not replace the washer pump, reservoir tank or windshield nozzles, provided they are still functioning properly.



5. Refill the washer fluid reservoir with the allowable ratio of approved BMW Windshield Washer Concentrate and water.

The primary advantage to the "1-hour" system is a significantly quicker curing time.



The properties of the "1-hour" system are comparable to that of the "1-day" system, but the curing time is reduced by 1 hour.



The "1-hour" system is applied at room temperature and with the same procedure as the "1-day" system.

SITUATION



An engine oil leak can be seen coming from the right side of the engine crankcase near the coolant port. Removing the coolant pipe shows that the



oil leak can be evident from the separation of the two crankcase materials (aluminum and magnesium) or one of the coolant pipe attachment bolt



holes.



Separation (1) between aluminium and magnesium portion of the engine crankcase. Engine oil leaking from separation or bolt hole (2).



CAUSE



The cause is a very small leak at the main oil galley between the aluminum and the magnesium portion of the engine crankcase.



PROCEDURE



Do not attempt to reseal. Resealing may cause engine oil leakage to enter the cooling system resulting in contamination and further damage to the



cooling system components. The engine crankcase will need to be replaced. This replacement requires a TeileClearing PuMA case.

SITUATION



After programming to integration level E060-08-09-515 or later, one or more of the following interior lights may no longer operate: vanity lights,



reading lights, glove compartment lights and luggage compartment lights. A vehicle test shows that fault code A411 (short circuit_VA) is stored in



the Body Basic Module (KBM).

Body Basic Module (KBM)



CORRECTION:



Do not replace parts.



Work through the test plan using ISTA D2.13.0 or later. The required test pan can be accessed as follows:



"Service Function", using the path "Service functions / Body / Body basic module / Front axle calibration Body Basic Module / ABL
